Discussing demographic groups without actually saying anything about how any specific person has to fit within your preconceptions isn't racist, tho. Saying that black people have been intentionally held back through both cultural and legal choices in the United States is simply a fact. It's no more racist than saying that black people are more likely to become career criminals than white people. That's just something that the numbers bear out.
That said, I definitely wouldn't say that I think that I know what's best for any particular group at all, so I'm not sure what you're talking about. I think that it'd be great for us to try to figure out a way to reverse obvious ways in which we've intentionally and accidentally held back the black community, but I think that's a pretty big cry from thinking that I know best for them.
