rosenstein was just not happy comey was "fired".

it's more of a norm to demote people in the FBI than it is to actually fire them. (few reasons why)

either way, rosenstein proposed his removal of position to trump... not the other way around

Honestly after reading the sections on Jeff Sessions and "things of value", you could have known what was in this report by reading my jsp posts :S
/e I am very disappointed that whereas other sections delved very deeply into the prosecutiorial discretion and best interests served, they completely ignore any considerations in the section on Michael Flynn. Just flat out, no mention of the meta-considerations like intra-departmental cooperation, fairness, the legitimate reasons he might have to not share sensitive geopolitical maneuvers with those with no need to know, etc. Although perhaps this was hidden in one of those redacted blocks of text?

I'm not too familiar with whether discussion of criminal motive should go into such a report. Surely they actually researched the reasons why Russia was engaging in the hacking effort
