In my opinion it would for sure be the underlying intent along with clear evidence supporting it, a requirement of which would at the very least be that people were armed.
An example of a failed small-level insurrection is the infamous Beer Hall Putsch. Adolf Hitler & his supporters stormed the Munich beer hall with guns, held everyone within the theatre at gunpoint including all the members of the Bavarian government, and set up a machine gun at the front door.
To the officers injured, I don't believe that's correct. Some of them were pushed and shoved as is common at riots & out of control protests, that's why they have riot shields and batons. There is no evidence of any grievous bodily harm.
