The overwhelming number of rural crimes go unreported, and the percentage murder rate for small towns is pretty astronomical since one murder every ten years brings it up to the level of the inner city. The problem is getting accurate statistics. Since these small towns tend to not do much reporting to the state (small police departments, if there are police departments at all) it all goes under the radar as a rule.
I don't think numbers are that reliable because I know that I would feel a lot less worried about my personal safety when I walked in a rural area populated by white people, compared to an urban area full of black people or Hispanics.
