the law has never really been the issue, just make it the same as we have in public. no porn, gore, threats of violence, etc.
it's the federal govt having to take on the responsibility that follows that is a massive issue. we'd need a whole new department to do it effectively or even ineffectively.

I was including enforcement in how to write the law.
Because the right wing in America has spent the past 50+ years waging a war on adequate government enforcement.
