As a public servant, you are accountable to the public for your words and actions. If, as a public servant, you violate the law, then you need to be prosecuted.
It was not possible for the DOJ to "spy" on members of Congress, as any government-related work, communications, or activities they participate in are property of the US government, aka the "American Public". These are not private citizens. They are public servants. Their staff are also public servants. Their households are extensions of public servants, as the elected official can very easily leave a document "laying around" for a family member to then pass along to the Media.
There is no "next step" and you should really calm down. The investigations led nowhere, no actions were taken, nothing. Nor does Trump or his DOJ have any power to do anything. Biden is the President. The DOJ is an executive branch of the Federal Government that answers directly to the President. AKA this is Biden's DOJ.
The idea that you seem to believe that Elected Officials cannot be held to account, that they're some kind of unquestionable "god" shows that you neither know what democracy is, nor respect law.
