Does this expose Trump as a hypocrite when contrasted with his previous populist statements about "billionaires not paying their fair share"? Absolutely.
Does it expose Trump's business as being less successful than he pretends? Probably.
Does it expose any kind of fraud or crime or immoral deception by Trump? Hell no.
Is the fact that the NYT got access to these tax returns outrageous and indicative of a massive abuse of trust by whoever is their informant? Absolutely. It might even be an actual crime.
I still think that this story will hurt Trump at the margins. Part of his appeal to formerly Democratic-leaning working-class voters was his populist rhetoric about how "the elites are bending you over, but I will fight for your interests" and "the system is rigged against people like you, and I alone can fix it". This story undermines all of that.
Worth pondering how Trump has represented the values of his businesses in order to get loans vs. when it comes time to pay Uncle Sam. There's already been articles discussing this of course. That's where you might fall into criminality.
Of course, nobody ever judges presidents strictly by what is legal for them to do.
