Not an individual owner, just collectively. Because if they did do it collectively, I guarantee something would have been done. Since the laws aren't changing, and the police policies aren't changing, we've done nothing. And now we're paying for it.

Unfortunately laws are not guaranteed to deter bad people from doing bad things, just take gun-free zones for example. Unless we get something like the prediction thing from Minority Report (don't remember what it was called, sorry), we will never be able to legislate evil. People will do bad things; there's absolutely no reason to take it out on those not involved.
