You keep saying "you can't negotiate", but strictly speaking you can if you're powerful enough. Companies do that kind of thing, look at Amazon. You aren't owed a successful negotiation, you are only owed an attempt, and you can attempt to negotiate with the IRS even if it won't be successful.
states lobbied to get amazon to come, the state can initiate negotiation, you can't. and despite citizens united, people aren't 1 trillion dollar corporations.
u can avoid income tax, not social security tax on every check. its simply not possible to live a life without paying taxes, its entirely possible to live a life without paying rent. u can even life rent free on the streets, beg for free money, then buy a bottle of whiskey and boom you're no longer tax free.

I can negotiate with a home owner or land lord to simply pay less. they can even take less than they have to pay the bank if they want. its entirely free. I can negotiate to pay less taxes to the govt, by ruining my credit (a cost) or offsetting the money to future years (a cost). they aren't the same, but its valid u can in some cases negotiate to pay less this year.
