If its not, so what. I don't think any of that distinction matters. Whether its 8, 9 or 10 year olds, there's no ability to give informed consent.
There's legal "informed consent" and the spirit of "informed consent". Youth electing to start puberty blockers provide assent with the spirit of informed consent in mind, and are aware of possible outcomes (including risks/side-effects) and expectations. Puberty blockers are also approached as a last option typically, and most pediatricians will encourage families and youth to explore social transition first prior to going straight onto puberty blockers.
