Someone who is 8-years-old hasn't come close to Tanner II development, except in rare cases of early onset puberty, which is altogether a far removed and separate medical concern from gender dysphoria.

I know they do 9 or 10 year olds for gender identity-based blocking, whether its coupled with early onset puberty or not. But there's been some unclear info on whether the CHLA has administered blockers to an 8 year old or not- I've seen reporting from both CBS and the Heritage Foundation claiming they are, and rando blog posts claiming its fake news, or just splitting hairs over what type of treatment and condition. There's legal "informed consent" and the spirit of "informed consent". Youth electing to start puberty blockers provide assent with the spirit of informed consent in mind, and are aware of possible outcomes (including risks/side-effects) and expectations. Puberty blockers are also approached as a last option typically, and most pediatricians will encourage families and youth to explore social transition first prior to going straight onto puberty blockers.
