It costs the State nothing to allow the Feds to have the illegal aliens.

The Feds are payed for by the taxes from all 50 states. You make it sound like Cali has to pay. They don't, they just have to stop obstructing justice.

People come to California to be homeless because it's a high population density area, an affluent area (and thus more opportunity to panhandle effectively) and most of all, has a weather pattern where you can survive the winter outdoors. The poverty rate is a function of people in poverty migrating here, not people of reasonable standing sliding backwards into it.
