what about if the lines are so long that the polling stations close before they get in? what if their boss tells them if they miss a shift they'll be fired? etc.

ummm i've literally never heard it to mean that. and i must have heard it thousands of times to mean "changing the goal", which wierdly enough is exactly what the phrase states and doesn't state "not close to the topic of conversation" at all... can you find an instance and post it where someone used it like that?

As to studies. I don't have any. I didn't draw my conclusions from studies just observations of how people live and reasoning of what I know.
If you feel like changing my mind by presenting studies I'll gladly consider doing so but I don't feel like looking for any to back up or learn whether or not I'm wrong.
