I know its probably a troll, but "biggest and best" in this case means most obviously destructive.

Maybe not, but it comes across that way. And the US didn't gas anybody, Saddam did. The US didn't invade Iraq, Saddam did. The US did support the Shah, but when was he last in power? 1979. The US also supported Egyptian regimes. What did they do? They kept the peace. Boiled down, the US didn't act against the Wahabbi radicals that carried out 9/11.

As a hegemon, the U.S. is kinda ok. A little too self-serving to be the benevolent dictator of the world, but still pretty ok.
