First generation immigrants are not, generally speaking, skilled laborers. It took several generations to turn every influx of immigrants into America to productive members of society(see the history of Italian, Irish, and Jewish immigrants for evidence). If you wait until you need them, it's too late.

The statue of liberty says

"Give me your tired, your poor,
Your huddled masses yearning to breathe free,
The wretched refuse of your teeming shore.
Send these, the homeless, tempest-tost to me,
I lift my lamp beside the golden door!"

America has a long proven track record of turning this refuse into gold.

The statue of liberty was gifted to us, by France. We are not obligated to honor the words another country has spoken to about us.

Emma Lazarus was American, as was the group that chose her words as representative.

Again this doesn't change anything. We are not bound by words attributed to us by citizens, unsanctioned by the governing bodies.

Again, America has a long proven track record of doing what those words say. That is exactly what has made America into the greatest country in the history of the world.

Immigration in the 1950s was desperate for cheap slave labor, these workers where not skilled. For generations they remained unskilled in slums. I would condescend to agree to having an aptitude battery for the unskilled to test intelligence.

That's what I said. It has always taken several generations to turn any influx of immigrants into productive members of society. America has done it every time. Why would this time be any different? I know it's hard, but you should make an effort to learn the lessons of history.
