Midterm elections and state elections have lower voter turnout (which benefits Republicans), and the GOP has gerrymandered worse than Democrats.
Additionally, the older people get, the more likely they are to vote, and older people are disproportionately Republican. Also, smaller states with smaller populations currently tend to lean red, and they still get two senators.
Democrats have about a 9% edge nationally over Republicans, which is pretty massive, but that gap isn't necessarily respresented in Congress and state elections for the above reasons.
