no, he shouldnt have, as its a crime to take guns from illinois to wisconsin. just as its a crime as an illinois resident who is a minor to have a gun on him in wisconsin, let alone open carry.
illinois has several very liberal laws on guns from chicago politics, and wisconsin as well, although less liberal.
