Rutte advised against any gathering of 100+ citizens, advised to not use public transport, but kept nurseries open. I see chances of providing at home lectures for universities. But not so much for nurseries, unless infections are at high rates and drastic measures are preferred.
We're having the same discussion here in Germany. Most officials say that nurseries and schools should not be closed yet, because 1. this would mean that a lot of adults have to stay home to babysit their kids, including physicians, nurses, researchers, and 2. because a lot of parents would have no other option than to let the grandparents babysit, increasing exposure for this vulnerable group.
