Yes, Lucifer is a satan because he opposed God. However every Satan is not Lucifer, such as in Job.

I don't believe that God sends babies into eternal torment. I believe there is an age of accountability.

That's a pretty solid idea actually. At what age does someone become worthy of endless torment?

Or a less fair question would be why does God's forgiveness not extend to people in Hell?

First of all, God doesn't want anyone to go to hell that's why He sent His only Son to leave His throne in heaven and suffer down here to pay for our sins. There are a few theories on this, but they are all theories because only God knows for sure. Some believe that it is at the age that a person is able to understand the Gospel and reject it. Others believe that those under 20 don't get judged for their sins because in the OT the Jews under 20 weren't judged, however, that wasn't a spiritual thing, so we don't know for sure.

He is all-powerful, isn't he? He has that option.

God doesn't send people to hell, you choose to go to hell when u sin or reject Jesus with your free will.
When you break the law, you are charged and punished/sentenced accordingly. The same goes for when you sin, but the sentence is always the same: eternal torment in hell.
There is no appeal or parole in hell, so accept Jesus and let him forgive your sins or accept the other choice of hell.
