Huh? There is no "federal" in CIA. What are you talking about?

Anyway, I don't understand why "international feds" triggered you so badly. Surely you know the CIA has quite a presence on the international stage?

well, it requires the secretary of defense to confirm, but yes, the president is literally the only person with the power to order such a strike. before fantasising about the CIA, or trying to deduce who might have the power to do that using flawed logic and wishful thinking, you could simply look it up. it's not a secret or anything. you're just wrong. the president is the one with the exclusive power when it comes to america's nuclear arsenal, not the CIA, not anyone else. but hey, i promised to educate you, and i hope i delivered with this.
