Movement is not as free, and government boundaries far more defined. Language and culture matter, I can move to NC / TX / AZ tomorrow and not miss a beat.

Movement in the EU is pretty free lol. Free movement of labor is kind of a central tenet of the union.

Viruses don't care about language and culture as long as the people are moving, and you don't need a large proportion of people moving for it to be relavent.
