Trump was mostly a mouth piece who spouted wrong information every chance he got, while refusing to wear a mask in public because he's horribly insecure. Even though his administration executed Operation Warp Speed he never got vaccinated in public because he's a fucking coward who isn't willing to sacrifice his image for the greater good of America.
Governors only made the decision because the federal government refused to provide leadership on pandemic management. Most blue state governors did impose draconian lockdowns anyway, it were the red states which defied the public health community and the epidemiologists. If Trump, the leader of the country and leader of the Republican party, had publicly thrown his weight behind an aggressive lockdown, masking and school closure strategy, the bulk of red states would have followed suit. So yes, Trump does deserve credit for having resisted the significant pressure from leftists and liberal 'experts' and thus having prevented even larger parts of the country from making a huge mistake.
Trump's dithering on the vaccines and on how serious people should take covid to begin with was a total mess though, and he deserved (and received) a lot of blame for that.
