Here's the short of it.

Germany signed a treaty with a few other countries that gave Germany a little more land.

The frenchies thought "they look weak, we can take em"

Then Germany stomped the shit out of the frenchies and proceeded to attack everyone else because the treaty was broken by one of the countries that signed it.

Sure Germany was building an army and stocking munitions but they didn't make the first move.
