Read NY's declaration of a state of emergency that I linked. The NY governor is acting because cases and hospitalizations are surging to, quote, "levels not seen since April 2020". The situation is not under control due to Delta, the old strain... Omicron isn't even factored in yet.
Also, the majority of things being back to normal implies that the return to normalcy is not completed yet. In the long run, "the majority of everday" being back to normal just isn't good enough.
It's not necessary to turn this into a blame game. Whether Biden is to blame for the current situation or not doesn't even matter - I'm merely stating the fact that he didn't deliver on his central campaign promise, even in places where neither Republicans nor MAGA-heads nor antivaxxers can be brought up as an excuse.
