Didn't the US introduce strict vaccination requirements for everyone crossing their borders in recent days? Maybe it's just a pedestrian 3d chess move, jabbing the illegal aliens ahead of time so conservatives have one less talking point ("why do we have to get vaccinated, but the illegals can cross the border unvaxxed") when the illegals arrive at a later point in time (which clearly is still the plan of the Biden admin).
