Regardless of ID, I assume you can't register to vote without being a citizen? That's the point where the government has the most incentive to screen. There's plenty of people here who aren't citizens, and others who aren't registered. If you aren't on the list you can't vote(some states you can register same day).
When I voted I handed over my voter registration card, didn't hand over my ID, and got to vote.
In many states, it's quite easy to register to vote. You can register in MN the day you vote, with nothing more than a neighbor standing by to vouch for you (and up to 14 more people). My best friend was an election poll watcher for the GOP, and called the GOP's lawyers when a van full of people being serial-vouched showed up to vote. They told him they know all about it, and there's nothing they can do.
