His broken English is pretty characteristic of call center scammer types. I'm pretty sure his account is a bot about 50% of the time, where he just posts whatever new copypasta was uploaded to its database, and "he", as in one of the call center guys, gets on an hour or so a day to post like a human to alleviate suspicion.
