No. Five Black cops stomped out a Black civilian because they are part of a system that is designed to do just that: oppress poor and minority people, often to their death. Real community policing that was a mirror of the community wouldn't see this kind of shit happening, because you'd actually have cops who are truly tied to the community they serve. Five cops aren't going to beat someone to death that either they are familiar with, or in front of people they are familiar with.
Black on black crime is a thing and happens within these communities on a daily basis even though it perpetrated by members of the same community, coming from the same place which isn't mitigatory like at all. The difference between the black on black crime that we all know exists which is rampant and is overwhelmingly represented in violent crime statistics and this incident is the 5 dudes were wearing uniforms therefore all of the sudden it's a problem of 'policing' but totally not the elephant in the room which is b on b crime.
This notion that if only the cops came from the same communities this wouldn't happen is silly. 40% of the cops in my city are black, about 50% of the city is black and as I've said before you have to be a resident of the city to even be a cop. You think violent crime rates are lower because 40% of the cops are black? You think the black cops are somehow less aggressive or more understanding or better prepared to de-escalate because they live in the same city or have the same skin color?
