I think that happens everywhere.
And to put it bluntly why would one move to a place where that particular person's / race dignity will be trampled upon.

That being said and if this question was being posted to me or any Chinese 20 to 30 years back and before that, the answer would be a resounding yes.

the elites in the USA detest plebs as much as in China, in the US we have rights and a stringent govt process to try and prevent tyranny. in china the only thing protecting the people is bad PR.

In the past yes. I don't see that anymore.
In China there is Formal Censorship.
In US there is informal censorship.

In regards to Tyranny , the US is halfway there to her own people and she has been to others who are not her own people for quite a fair amount of time.

Well that is your personal opinion and I have no problem with that.

And infrastructure and a government who prioritize nation building and set aside race, religion and creed with good pragmatic foreign policy.
Not to mention a decent defense budget and security unit to lower down the chances of foreign interference.
