If someone hands you a gun it's your responsibility and the first thing the safety course drills into you is to assume every gun is loaded and it's your responsibility to check. That's the essentially the entire multi day firearms safety course in Canada.

Now in Hollywood I have no idea how shit works and I'm not going to look because I don't actually care, but I assume they use blanks and if so then yeah it's obviously loaded but it's your crews job to make sure it has blanks in it...

Someone gives you a gun on a movie set, it’s probably assumed it’s a prop or not loaded with live rounds. Whoever loaded & gave the gun is responsible. Don’t think it’s that complicated.

The protocol is only the armourer loads/unloads checks the guns on a movie set instead of individuals. Otherwise shit can go south. Although the actors should also check and are allowed to witness it being loaded. There are assistant directors and other people who sometimes double check. The whole mystery here is how did live rounds end up in the gun in the first place? Imo armourer should be charged.

If this was any other scenario the one who fired the gun would be responsible
