In the Ramos case, he seemed pretty determined so nothing would have stopped him besides getting guns in the first place. I'm not convinced that there is without making semi-autos really difficult to get or we get really intrusive in our background checks (internet history, psych evaluations, etc.)
...and semi-autos have been around for over 100 years. The thing is that an easily-used rifle is simultaneously effective for combat and hunting. They're extremely common, and going after them is going to get a lot of people killed.
