It is trivial. Even at its face. Already we've seen calls for 5th booster shots. That is 5 doses a person. 400m covers 10 doses a person. That isn't an absurd amount for a pandemic that most all governments have underestimated. You have to disbelieve there's a pandemic to think it is unreasonable.
