just for the record, i said it all along that it's pretty obvious that biden is mentally a step slower than he used to be when he was younger. however, this comment is neither "random" (as in unprovoked / without history) nor particularly "angry". it's just biden stating calmly what literally everyone, who isn't a braindead faux "news" victim, thinks about doocy and his hilariously incompetent questions / statements, lol.
