police and prosecutors are given leeway to exercise discretion. its the reason "minor speeding" as a term exists, and is ignored by police or a warning is given if they do pull you over. warnings are literally not enforcing the law. the typical 5 mile per hour buffer cops give people to speed is literally not enforcing the law.

you'd know this if you were an officer with more than food court jurisdiction.
