To the best of my knowledge, regular cops are specifically trained not to target the limbs and to go for the torso instead.

The rationale behind this is that a cop should not resort to using his gun unless there is imminent danger for himself or third parties; meaning that stopping the perpetrator has priority. Targetting the body maximizes the likelihood of achieving this, while a hit to the limbs is more unreliable in this regard. Additionally, targetting the limbs is a lot more difficult and comes with a far greater risk of missing. Particularly in the heat of the moment, against a moving target, and when you have cops with insufficient training.
