Nah, that's just not true. Some still look like basically children, but many others, I would even say the clear majority, look almost the same as they later do at 21 or so.

By the way, 16-17 is the typical age where models start their career. Lots of them start doing runways and such at around this age. That wouldnt happen if most girls still looked "basically like children" at this age.

Models start that young because a lot of men like young girls with bodies not much different than young boys for some reason. That cosmo look lol.

Runway models are not supposed to look sexy, they are indeed supposed to look like clothes-stands so that all the focus is on the clothes they're presenting and not on their body. The faces are supposed to look flawlessly beautiful in an aesthetic rather than a sexual sense.
