When you are talking to an individual then yes personal responsibility matters. However when you were talking about groups there's no point in talking about individual responsibility because you are talking about a group.
You don't need to be wealthy to be successful but statistics from all Races show that the greatest predictor of success is family wealth. What resources you have available to raise your kids with is a huge determining factor of how the kids turn out. My cousins had a retired MLB coach teaching them how to pitch in Middle School. My mother couldn't even afford a violin for me to learn how to play. I've been fairly successful myself, but I've definitely been handicapped compared to wealthier families even when compared to my cousins. Wealth is an absolutely huge factor in how kids turn out
