You're right, it's not that hard to read.

A straight consistent plummet since May 2019 in immigration apprehensions. That's even including the spike in Democratic Sanctuary cities, and the benefits that they are pushing to further entice illegal immigration to occur.

Yet you say, "on the rise", which is not what the current trend for the last 5 months of that graph shows.
