40074km / 86400 seconds = 0.46382 km/s or 463.82m/s

a1 = (463.82m/s)^2 / 6378000s
a1 = 0.034m/s^2

Now the net acceleration acting on the water in this system (assuming the centrifugal force is acting in the opposite direction of gravity) is the sum of the acceleration due to the centrifugal force and the acceleration due to gravity.

0.034m/s^2 + -9.8m/s^2 = -9.766m/s^2.

The acceleration due to centrifugal force is not enough to overcome the acceleration due to gravity and therefore the rotation of the Earth does not cause water to spray into outerspace.
