Pitbulls are feared more because they are a powerful breed not necessarily because they are aggressive.
Think about it, when a pitbull bites someone it is a big deal. When a small dog bites someone nobody cares.
Attacks by small dogs are far outnumber attacks by pitbulls, yet they receive no attention in the media. They have less devastating results and far less people will go out of their way to report an incident with a small dog.
The quality of owners of all types of dogs is quite low from my experience. I own a pitbull and my dog has been attacked multiple times. Not once has it fought back. My dog has been trained to be non-aggressive and it trusts that I will handle any situation as long as I am there.
The conditioning a dog receives in one's care is more important than the breed itself. A person who claims knowledge on this subject should know this.
I would say legislation for pitbulls is not because of the breed.
It is to curb the behavior of the owners who have no business owning something they cannot control.

while the owner plays a role there are inherited breed characteristics
and that you have a docile pitbull does not change that that is more of an exception
why are pitbulls banned in many countries but staffordshire terriers not?
and why are argentinian dogos banned in more countries than great danes?
there are plenty breeds with similar builds but different characteristics
dogs have been selected for their characteristics for millennia and a dog generation is only ~3 years
and with the advent of "pure breed" standards in the 18th century there has been an even higher emphasise on those
there are plenty dog breeds which are more powerful than pitbulls which are banned nowhere
that being said, i do agree with your the second bolded
and that is scary when it comes to dangerous or other "volatile" breeds
so far never met an irresponsible owner of siberian huskies
but plenty other "strong dog" owners where the owner feels strong because he has a strong dog
everyone who does not inform him- (or her-) self about breed characteristics when obtaining a dog is silly
and anyone who considers a pitbull as just as much as a family suited dog as a golden retriever
reminds me of someone running a dairy farm with angus cattle
