Encounters and apprehensions are a proxy for how many people are getting across the border.

When people say "open borders", they mean permissive policies that have allowed millions of illegal migrants the opportunity to cross the border unchecked, or permissive policies which enable the migrants to settle in the US pending asylum claims that will almost certainly be denied. The Biden administration has specifically instructed ICE not to prioritize internal deportations, which effectively means that once they're here, they're here for good.

Last I checked the border bill was voted down by the GOP.

It was a bad bill. I've posted at length about it here, but what's your analysis? How did it promise to solve and resolve the border crisis?
