Encounters and apprehensions are a proxy for how many people are getting across the border.

This took place following a campaign where Biden and Harris both used the Democratic primary to promise prospective migrants that they'd be welcome if they tried to come. They did, and in large numbers immediately following Trump's defeat.

That compares to 947,000 who were allowed in at the southern border during the Trump administration.
This isn't counting the ~500,000 paroled legally as a result of an unprecedented reinterpretation of parole authority.
When people say "open borders", they mean permissive policies that have allowed millions of illegal migrants the opportunity to cross the border unchecked, or permissive policies which enable the migrants to settle in the US pending asylum claims that will almost certainly be denied. The Biden administration has specifically instructed ICE not to prioritize internal deportations, which effectively means that once they're here, they're here for good.
