They postpone puberty for a few years.
In general you can stop puberty blockers pretty much whenever and resume puberty.
It can be used for precotious puberty, which is when you go through it too early. Imagine an 8 year old starting that kind of development. It's not healthy physically or mentally. That's the traditional use.
But sometimes a kid is 13 and says they feel like they're trans. In that case they can get puberty blockers and if after a year or two they say "ya know what, I've explored my gender and I think I was wrong" they can restart puberty with a very low risk of ill effects.
The only time it would go beyond that before 18 is if the kid has been on treatment for several years, seen lots of doctors, and consistently said they are trans. In those cases a kid might be allowed to transition when they're above 16. Those cases have a virtually zero regret rate because they were examined for years beforehand and it only happens when the doctors are extremely confident the feelings are genuine and not based on something else.
