Which was scuttled when they started getting bombed by NATO just four months later and the workers fled and work stopped and was never resumed.

Issues known about since 1998 and under Gaddafi nothing was done until 2007. There was ample time for Gaddafis government to have done something to avoid a catastrophe.
Perhaps if he cared as much for his people as he did for funding terrorism across the globe.
During his four decade rule Gaddafi is accused of embezzling upwards of 60 billion dollars from Libyas state wealth.

The facts show there was ample time before any NATO intervention for Gadhafi's government to avoid a catastrophe. If Gadhafi had cared as much for his own people as he did for funding terrorism, things might have been different.

This is true, Gaddafi had lots and lots of time to respond in good faith to the popular protests & uprisings against his regime, but instead decided to double down and call them all cockroaches, pledging to hunt them down and murder them in their homes along with their relatives and children. (This is much like what the current DNC regime is doing in America, they just aren't quite at that point yet).

And in return for it, Gaddafi found himself a new husband in a bayonet.

Gaddafi is a good example of how NOT to end your regime - his previous efforts were successful in bringing prosperity to the Libyan people, but he decided instead to cling to power & exercise tyranny instead of peacefully transitioning for the benefit of the people. Similar story with Saddam.
