Problem with this is blacks in America have much more in common with white Americans than black Africans. They've been separated for hundreds of years and never lived in Africa.
The real solution is for America to stop being a piece of shit to its minority populations. Stop making intentionally racist voter ID laws, stop scapegoating minorities to attract white trash votes, and actually make things better for everyone.
This is certainly true - given that they have lived in America for hundreds of years, they are largely assimilated into Western culture, but they still retain their own unique subculture within America (though this differs - the highly successful black population, who are derided as "Uncle Toms" by the lower black community, have largely 100% assimilated into British Protestant culture).
And so, repatriation to an already existing African state is not ideal. I think the ideal would be to create a new nation-state governed entirely by Black American emigrants. This state could also be within continental America, which would be difficult to form as it likely wouldn't be accepted by the status quo inhabitants.
However, the state of Liberia is exactly this and still exists today, however it has been too long and the state has degenerated.
I think that hoping that everybody will simply get along is a fairy tale solution that unfortunately never materializes in reality - America has tried this since the civil rights movement, but animosity between blacks and whites is still prevalent today, and I would argue much more prevalent today than it was 40 years ago. America has had completely equal laws for blacks and whites every since the civil rights act, so there is no legal discrimination that exists. Yet, the animosity remains prevalent.
