No reason at all for Biden to be screwing macron like he did. It makes no geopolitical sense in any way shape or form, there's no strategy to this.
Biden could have broken this deal like he did but let the french know first, smooth over the relations in private, avoid a public spectacle, whatever it takes, maybe give concessions elsewhere, maybe not
Its not like this sub deal was healthy before he stepped in, it was expected to be canceled, it was fraught with problems from the get-go and likely to be canceled
But there's no world in which it makes sense to blindside your closest, oldest ally with a straight up disrespectful stab in the back
