True, but midterms almost always turn into a referendum on the incumbent party, not the out party. Biden's chances of winning reelection in 2024 in a direct head to head against Trump or DeSantis or Cruz are surely better than the Democrats' chances of holding both chambers of Congress in 2022.
With everything that's gone on, people would STILL rather have Democrats than Republicans in Congress as of now. That doesn't guarantee that Democrats will win, but it does indicate that Thor is correct.
