Maybe T cock isn't aware that the FBI hasn't existed for most of American history, or that the majority of its operations are (counter)intelligence work. The DoJ can build cases referred to them from state authorities without the FBI's involvement. They don't serve any irreplaceable law enforcement capacity. Their entire history has been of spying on Americans and violating their civil liberties in the name of whatever oppressive political regime is in power.

... or more commonly, in the name of their own personal political agenda, like Hoover, Comey, McCabe, etc
