It's a serious question. If there's an in-force EO, a Congressional repeal is meaningless, because the in-force EO still removes the ability to reinstate the individual mandate.

The individual mandate was not reduced to zero. It was an order to give as much leeway as possible to waivers, not an order to eliminate the mandate. Did you read your own link?
