Well there is no proof of what they are - First off there are a huge amount of fakes. I've seen a lot of religious propaganda which says they are demons/Angels. Although - if they had an evil motivation - they would done something by now, Conspiracists say they are just a Government Psyop to distract. But there is another option, they could be just projections from another dimension just here to observe. Kinda like we send biologists to observe animals, just to try and figure out how they think. Do Biologist have an evil motivation - I hardly think so, and as for the Government Psyop - well all unclassified Information that has been declassified suggest they dont know what some of these things are, still doesn't negate the possibility that some classified Military project is out there putting out false information. So i'd put the likelihood as being a lot of fakes, some Government psyop and then a whole bunch as wtf.
