Nah, it's virtually guaranteed that it is useful for at least some population of patients.
It's a simple treatment. They take people who have had the virus, suck out their plasma (which contains antibodies) and transfuse it into somebody currently dealing with the disease.
It has some side effects, such as serum sickness, so it should only be deployed when the prognosis is worse than the potential complications. It's not a magic bullet like they tried to play it off as, and it isn't something Trump's administration has had much part in. This kind of treatment is always one of the first treatments tested for new infectious diseases because it's mechanism doesn't require specific elucidation. It's a simple antibody transfusion.
