True patriotic Americans will be encouraged to report friends and family members who espouse or are believed to harbor fascist / anti-social / anti-progressive beliefs.

Making kids eat their vegetables is not punishment... it's pressuring them to do something which is good for them.

It's the same principle here... Biden is applying pressure on the obstinate lunatic antivaxxers because it's good for them to get vaccinated. And it's good for others as well, because the non-vaccinated are negatively affecting the lives of the vaccinated.

Oh, and it also happens to give him political cover, which is a nice benefit.
